You're speaking about the Hindu "bindi" [hope I got the spelling right] of the Indians, not the Middle Easterners.
Actually, since I'm working on Projects here in India, I can tell you what the Indian Hindus told me; first hand.
It has no "Religious" significance whatsoever!?
It's merely something they do because it makes them look prettier!?
A red powder called kumkum is worn in the parting of the womans hair to announce that she is married, however. Something like the wedding band we wear; only placed in another place. Oh, of course, they al;so wear the ring.
I, personally, find it kinda cute.
PS,
I find it very strange that people say it's a "Religous" thing and it signifies the "Third Eye of Shiva" and that Muslim women are forbidden to wear this here, because their priests believe it's a pagan symbol and all that.
I've heard about its being just a cosmetic from dozens of Hindu Women that I work with here and they wear it in different shapes and sizes.
It seems it all started off with the fashion of some Hindu Women wearing a big red dot on thier forehead to declare they were married.
That's about it!?
I see people wearing "bindis", I suppose the "tilika" is another name for it, in many really cute, creative styles here, every day!?
None of them are any "Hindu Religous Symbols"!?!?

It's Indian women who put red dot on their forehead and they are Asian people. And the meaning of red dot means you are married.

They don't. You might be thinking of Hinduism, which isn't widely practiced in the Middle East. The dot is called a tilaka, and you can read about them here:
