For my boys, 5 and 9, 2 years ago, I gave them the gift of time.
I bought them each a calendar and wrapped it up with several computer printed stickers: a tent, a fish, an airplane, cookies, popcorn etc, a small empty photo album and a note saying to spread the joy of christmas all year long they would need to work together schedule their other gifts throughout the year. Then they opened a lot of little gifts:
a package of colored paper with laminated computer printed coupons that had an airplane and read a paper airplane contest with dad,
a cookbook and coupons for cooking lessons with mom,
fishing lure and coupons for family fishing trips
3 bags of microwave popcorn and coupons to get to be the one to pick a family movie rental
sleeping bag and coupons for brother's camp outs in the livingroom
They were told to keep all the coupons in their photo album until they were ready to redeem them and to work together to put the stickers on their calendars so they could make the fun last longer
This was an extremely cheap gift, but with everything wrapped individually it really filled out christmas morning, the boys couldn't wait to see what adventure came next. I don't think people always realize what a little family time means to a kid.
We really don't remember what else they got that year, lots of overpriced toys most of which broke within 2 weeks I'm sure, but I guarantee you long after the batteries for those things were dead they were still redeeming their coupons and smiling ear to ear!!

This all depends on what your interests are and what skills you possess as well as your talent for certain things...plus if you make something, more than likely wouldn't you want the person of whom you make the gift for, to derive as much use from it as you intend? If so, I suggest scrapbooks, home movies, videos, record a series of special songs on a cd or cassette. Make a quilt or sweater, paint a mural or portrait to display and frame it nicely. Just a few ideas for you, hope it helps.

A great christmas gift is to make homemade fudge it is easy to make and very delicious. Also I make christmas candy cups for everyone in the family. They are very festive and everyone enjoys them, if someone is diabetic just use sugarfree candy.

It depends on what you are skilled in. However, if you are talented at knitting, you could knit a nice jumper for someone. Assuming that you are in the northern hemisphere, it will come handy during the winter time.
