a purse can be were you keep things of value, so if a man empties his purse into his head, then those things of value are most likely ideas. And an idea that you hold valuable can not be taken away by anyone.
Its kind of like that quote from V for Vendetta "Ideas are bulletproof"

If a man uses his money for mental betterment, then the rewards will always be his and no one else's. Or maybe, if a man places stock in his education and not his bank account, he will be all the more richer.

a "purse" refers to your riches. If you choose to make your riches the information you put into your mind, you will always have that.
If, on the other hand, you choose to make material wealth your main priority and fill up your purse with that, it can always be taken or stolen from you. But the riches you fill your mind with are yours and yours alone. No one can steal your ideas, your thoughts, your principles. etc.

If a man spends his resources "his money" on an education, no one can take that away from him as opposed to a house or car, etc. which can be taken from him.
