Usually they use the phrase at times when life sucks. It's similar to "Ship happens" minus "t" Tee hee. It's just meant to convey that life can be difficult, it's expected, just deal with it.

It's quite similar to s**t happens. Really it is a reference to the fact that life is unpredictable and that things happen that we aren't happy about, but it's simply the way life goes.
