I would argue yes. Even though it was a major victory for England, and essentially left them in control of North America, it left the British heavily in debt.
In order to finance those debts, they placed heavier tax burdens on the North American colonies. Some crooked members of Parliament used those tax policies to enrich themselves, gaining further anger towards the British government.

The tax policies of the British government were the underlying major cause for the US Revolution. Without them, it is possible we would still be a colony of Britain.
