College students can talk to their counselors or contact the office at their college in charge of job placement.

Consider making some political connections. Politicians do make for some "strange" bedfellows; but, they tend to "bed" with their own.

You can start out interning. All government people have unpaid "gofers". That will get your foot in the door.
