I'm not crazy about Bush and he hasn't done much for any of us domestically. But let's be honest-- The NAACP and other black groups have constantly denigrated him. Would you go speak at one of their functions if they constantly bombarded you with criticism?
I do think he has finally spoken at a NAACP function in recent years.
