Technically unlimited (although the inning would end sometime). If a ball is in the dirt on a 2 strike pitch, the runner can run to first. If the throw is late, the runner is safe and accredited with a stolen base. The pitcher, however, is also accredited with a strikeout. For example, earlier this year, Brad Penny struck out four batters in an inning.
