No, Filipino passport holders do not need a visa to enter Israel, if you plan to stay in Israel no longer than 90 days.

Note that in order to travel to Israel, you should have:
A passport valid for at least 6 months
A return ticket to Israel
Sufficient funds to cover your stay in Israel

The visa will automatically be issued at the port of entry.

Probably. Contact the Consulate for Israel as they would know what their country requires for your type of visit. Or, contact the Philippine Consulate who should also know what other countries require of it's citizens.
