If you mean free as in no monthly fee for online play then Guildwars. If you mean completely free I have no personal experience to draw from.

Heres a good online RPG game. Its a multiplayer game too.
Its called Zeus' Legacy.
Free,fun,worthwhile,and non-download.

you can go to www.maidmarian.com. the best game there is sherwood dungeon. i totally recommend it more than the other games.
