That's pretty much the gist of it. When written Jonathan had wanted this piece to act as a vehicle to propel act two towards Angels death. The each couple is indeed engaging in sex and sexual acts. Which by mid point of the song has transcended into a less the pleasurable experience and ends in frustration, anger, and awkwardness for each of them in different, reflective, and individual ways. (which also gives us more insight into them as people too IMO)

Not exactly an orgy...it is supposed to represent the freedom and the casualness of sex, which in this day and age presents it's own consequences as in Angels ultimate demise. Take note that the point is anyone can get AIDS and is more mainstream than people think,
