The Vatican is in charge of choosing who gets sainthood. Usually, the process begins a number of years after the person's death (originally, the Vatican did not wish to be swayed by public opinion--but that attitude seems to be changing). A local bishop will investigate the proposed saint's life many years after her or his death. This is followed by beatification: evidence of a miracle or matyrdom. If a miracle, the miracle must take place in the name of the proposed saint after her or his death and as a result of appealing to the dead person to perform a specific deed. There must be one more miracle for the individual to be deemed a saint.

The Vatican does not take credit for making a person a saint: the idea is that the Vatican is just recognizing God's work.

they become saints when they offer their life the LORD. Of course when their life is being to the lord or when they did not hate the lord in the rest of their life..of course when they did a miracle and charity works.....

By not trying to be saints. They are just people who did miraculous things becuase they loved other people.
