I am under 16. Can I still work at my local library?? Is there some sort of goverment thing about that, working at the library and being under 16?

You won't be able to be a librarian (that requires a Bachelor's degree and a Master's of Library Science) but they might hire you to shelve books. My local library will hire people as young as fourteen to shelve books (outside of school hours). From there you might be able to work your way up to a position at the Circulation Desk (signing books in and out).

Lots of libraries around me have young students volunteeriing. They reshelve books, handle check-outs etc.

to help out you could be 16 years old and older but if you wanna be a librarian then you got to go to college for a degree or something

For the salary they pay, they take anyone, however they might take you as a volunteer, or have you working reduced hours.
