Some stores sell yellow concealer especially for covering up purple bags under your eyes... just like green concealer for red spots. You put it on under your makeup and it reduces the look of bags under your eyes.

I have bags & dark circles under my eyes. I use Physicians Formula Concealer (about $7 found at walmart or target) and it covers the dark circles and it has medicine in it to reduce the bags. After an hour or so, the bags are hardly noticible. I've been using the stuff for a while now and i love it.
There's also this other thing, i've never tried it but i want to. I found it at walgreens. It's called Vita-K dark circles and bags formula. It helps get rid of them by using Vitamin K. I've heard a lot that vitamin k gets rid of it, but i've never used it before. You could try it if you want. It's about $10 dollars, found at walgreens, maybe other places.
I hope this helps :)

If you have puffiness under your eyes when you get up in the morning, apply cotton wool pads dipped in cold milk to the eyes area for 10 minutes to reduce the swelling. You can use cold chamomile tea or green tea instead of milk to achieve the same effect (store used teabags in plastic bag in the fridge, so they are ready whenever you need them). Compressing two thin slices of cold cucumber onto the eyes area can also relax and refresh the skin, soothing puffiness and reducing dark circles.

Sometimes, when i wake up in the morning and have bags under my eyes, i put something cold on them. Like a cold soda can or something. Mainly something cold would help de-swell your bags, but if your eyes are always like that, then i'm sorry i don't know.

Sounds like you are low on iron. Since you have the internet, check-out foods that have iron in them.
Add a LITTLE to your diet See if that makes a difference. Also, make an appiontment with your doctor for a blood test to make sure everything is okay.
