Why would you want to do that? Expensive, time consuming, unreliable image copying...
Have the photograph scanned at very high resolution and use Adobe Photoshop ("special effects") to turn it into a "painting" by translating the image texture to brush strokes.
Then bring it to a local reprographics shop that has "large format" capabilty (which means they own a "plotter") and have them color "plot" it whatever size you want.
A good frame shop can take it "home" from there.

Have you tried going to OCAD and posting your request there? I was thinking of the Chinese trained artists as well who set up shop on Yonge Street, just south of College Park. The weather is getting cold now so I don't know if anyone is still there on the weekend. Finally, Central Tech school has a massive art department. Perhaps there might be a talented student there who would take this on for a fee.

Don't know about Toronto but i suggest going to a bar near the art college, bound to find some one doing a life drawing of some character there.

If you live in a city with a well-recognized art department, perhaps you can find someone to draw a portrait from a photograph. Also call the art department of the universities in your city, they may be able to refer someone to you.
