It's pronounced all sorts of ways depending on the dialect of the person speaking. There is no "right" or "wrong" -- it's just the phonological (pronunciation) aspect of dialectal differences. I live about 20 miles south of Baltimore proper. I have heard all of the following:

Ball tee more
Bawl ti moah

I grew up in the Baltimore area
and I pronounced it Ball Tim Oar like anyone else.
The Baltimoreans pronounce it Bawlmer or Bawl a mer
The guy who portrayed Ace Frehley in the KISS tribute band, "Cold Gin" called it Ball Tee More.
