Facism, like communism, only works well in words. You're right in that people as a group are pretty easy to manipulate, but the induvidual does think which will always cause some problems as long as thoughts are private. Secondly you're never going to be able to keep corruption out of any government. There are very few people who can keep power from making them too greedy.
Lastly do some reading on Nazi Germany. The people were indoctrinated and under a certain amount of control. I dare anyone to contend that that government wasn't run skillfully. It also dealt the world horrors that couldn't even be imagined before hand. In democracy, hopefully people can balence each other out. Problems arrive in democracy do come up when too many different views arise and your facism starts to look pretty good. Am I right? But that doesn't mean it should be given up.
Just think about rethinking everything alright? You can't force people to be all they can be, it just don't work that way, and in the end how does a leader decide what they should be? No government is perfect but facism is a dangerous one in that it is so much easier to abuse than others.

I don't think that you beleive what you just stated, particularly about the need of government to raise the people's level to the highest degree through force. But, if you do believe it, you should try living in a fascist country and see how you like it.

Hmmm... I don't know where you are, but... in America, we limited the powers of government because history has proven that simple and corrupt men can also climb the ranks of government.
This practice, we consider our constitutional blueprint/schematics, we pledged allegence to as children.
This may have something to do with our becoming the sole-remaining-superpower country on this planet... it doesn't necessarily mean we won.. but it does mean the others have so far failed to keep up.

Government should have only one job. Protect it's citizens. That's it. It is not the governments job to get anything out of us. They are there for us, not the other way around.
