If you've let the paint dry, there is nothing that is going to get all of it off. No matter what type of paint it is, once it has dried on your pants, it is there for the duration. The paint will have permeated the fibres, and there is no way you can get that out, short of cutting all the affected pieces right out. But doing that ruins the pants.

If it still wet, you clean the paint off your pants the same way you would your brushes. So if the paint is oil based, you would need to use varsol or paint thinner to get the paint off. If it is latex paint, a lot of soap and water will do it.

It depends on the type of paint on them. If it is an oil base paint use a bio-degradable thinner that will not bleach out the fabric. If it is latex scrub it with sunlight dish soap.
