I have 2 huge possibilites:
1. My 3 boys have all had yeast infections, that sounds weird but it is just a large amount of yeast that comes out in that way.I It looks exactly as you described...red and blotchy. Typically they broke out after being on anti-biotics, did she happen to have had any recently? It does not look like a diaper rash where it is raw. It is not dangerous but a Dr. could prescribe a lotion which would clear it up is just a day or so.
2. My friends daughter has an allergy to milk and comes out as exzema (not sure of spelling). Other things could cause that not just milk. She had to take her daughter off of milk. In her case I think it had to do with the hormones in the milk.
Who knows! I would get another Doctos opinion. I can't imagine them not knowing what it is.

Take her to a dermitologist (skin specialist) .. Your pediatrician should have refered you to one when he/she was unable to identify the rash...
Allergies can form at anytime after the first exposure to an item.. An allergic reachtion can occur the 2nd or the 100 th, or the 1,000,000 exposure or anywhere inbetween... A dermitologist can do a series of skin tests to determine if it is an allegic reaction and what the cause is.. Then tailor a treatment plan to your childs needs..

A rash such as that could have a number of causes, and you should take your daughter to a doctor and/or dermatologist for tests. The most common causes I can think of are:
1. Some sort of allergy
2. Fifth's Disease
3. Scarlet Fever

My baby had something similar. It was impetigo (school sores) It started off as a rash then got a white head on it. I was first told it was chicken pox put peadiatrician tested it. He was on antibiotics "Fluoxillin" and a cream called "elocon". It was gone in a matter of days. You should buy that cream because my son also has eczema and it clears it up in no time. Its good for almost everything. Get on the net & look up pictures of impetigo and see if it looks like what your daughter has. Use Alfa Keri oil or QV wash in her bath. Good Luck xxx

I would take your daughter to see a dermatologist specialist and an allergist specialist. I wonder why your daughter's Pediatrician or family doctor is not taking this more seriously? She might be allergic to her formula. I have never formula fed. I would seek professional advice. I would start with taking her to see a dermatologist. This is a skin specialist.

If your doctor can't identify it and it's on going they should refer you to a specialist. If they're not speak to a different doctor (sounds like they're not doing their job properly).
It could be an allergy
dermatitis
do you have any pets? it could be some kind of comunicable
mange or tick.
do you have a history of psoriasis in the family?
please seek expert advice asap. your childs health should be you highest priority! Good luck!

Take her to an allergist pronto!!!! Do not wait for more serious symptoms to develop. Even if it is just a simple allergy that is not life threatening isn't it better to know than not? I am surprised that her pediatrician has not referred you to one already. Maybe you should look for a new Dr. for your daughter too. Mine is fantastic let me know if you want the #.

Is she on any foods that are new? That sounds like either a formula allergy or a food allergy. If you are just starting out on foods... eliminate them one at a time.. .then slowly re-introduce them.... If not.. then I would go to a dermatologist! Good luck hon!

It might be a strange location for cradle cap. Try Selsan Blue for Sensitive Skin shampoo for about a month in the bath. If it works, that's your answer. If not, it was worth a try.
