theres no free programs to look at that
recommendations:

1. dont do anything in the 1st place
2. go down to city or county office and get a request for them

they cant have free programs due to being able to look at others reports for free, which is illegal

You can try your local Superior court via the Internet. Search them on your search engine. Depending on the nature of the info, that you desire, most information is available under the "Freedom Of Information Act", if you reside in the United States.

Usually if you have a name and date or name only the court records can be pulled up for viewing.

Now if you are looking for some one with outstanding warrents like your "NCIC", that is used by the police when they pull you over and feel they have probable cause they can use their computer to obtain the information, with your name, dob and Social Security #. Plus it will show all other priors. (Even a police officer in the United States as to have probable cause to run your data on "NCIC". If they run anybody for just no reason at all, they can loose their job.

If you find a site that releases "prison records", you should notify the FBI, as what they are doing is definitely illegal. Convictions are a matter of public record, but prison records are not.
(Many states DO have a "public" list of sex offenders, which is legal.)

"Finding" people is how they make their money.
You could track down most of that information yourself, for free, if you wanted to spend the time.
They simply use "scanning" programs to check "public" databases for the most part. (These specialized programs are not cheap!)

many times it depends on the state. Try searching google for the state plus "court records" wisconsin and Iowa both have good sites, I'v never looked for other states.
