I feel Congress truly represent Special Interest Groups/Lobbysists more than the citizenry. Theses special interest groups are SUPPOSED to have our best interests in mind, and some do such as the American Lung Assoc., etc...but not Alcohol, Tobacco, Insurance lobbys.

The rich/corporations: overrepresented
Poor/Small businesses: underrepresented

Congress represents the special interest groups. They are supposed to represent you and I. That is what they swear an oath to do. But they do not do it.

The underrepresented are the common folks, the workers, the blue collar folks. And of course the ones that are living on the streets. The mentally ill, and the children of this country.

The over represented would be the big corporations. They donate the money for the campaigns. This should be stopped. It is corrupt.

The ones that are represented and should not be are the illegal aliens.

Congress represents the majority of voters. I can't even begin to understand what you mean by the words "overrepresented" and "underrepresented."

They are supposed to represent their constituents--the people in their district or state.

In the process, the constituents (citizens) get under misrepresented.

The powerful entities who engage lobbyist to work in changing laws to benefit their interests are overrepresented...

Why? Because the powerful have money to fund their next campaign and the people of the district cannot contribute as much money for their next campaign.
