Chill out dude. The Boat is at a Dock near Portland Bridge, you go through a tunnel, try using your map!

just get the strategy guide, or look for the walkthrough. try cheatplanet.com or cheatcc.com i havent played that game in centuries, i only play san andreas on x box. my favorite game ever
