If the 2 women and 2 men are couples, you might consider a combined gift, like a popcorn and DVD theme basket. If not, maybe candles for the women and food stuff for the guys. For the baby, you can get some useful items that he will be needing soon like teething rings, rattles, and a warm outfit. Maybe you can make all the kids fleece blankets. Wal-mart has great buys and neat patterns. All you need to do is trim the edges how ever you want to. For the 7 yr old boy, and the 4 yr old girl, try to get them just one big item that you can afford at Wal-mart, then go to the dollar store and take some time to look around. You can get great brand name books and coloring books. Hot wheel cars, Disney princess stuff. And you can get great stocking stuffers and inexpensive gift wrap too. You can probably find a few extras for the adults. For your husband...you can try the theme basket of movie, pop corn, fleece throw and add a coupon book for a foot massage, back rub etc.
Hope this gives you some ideas. But, remember, help everyone to keep their perspective. It is about the birth of our Savior Jesus. Make fun games, as much cooking as you can handle and music and laughter, and that will make up for the lack of 'stuff' and is much more important.

I always find food items are a big hit with anyone who I know.Make some homemade christmas cookies such as snickerdooles,peanut butter blossom cookies,sugar,chocolate or gingerbread,banana nut bread,pumpkin or cranberry orange muffins . What I did one year was get a cute wicker basket,fill items in such as candycanes, microwave popcorn,cookies,tea,flavored coffee or hot chocolate and nuts get some plastic chirstmas bags and put the items in the bag and put festive ribbons around the basket.Everyone loved it as they had a assortment of items to choose from.
You can buy all the items at your dollar store and walk out happy.
If you know how to crochet or knit..You could make some wonderful items children could use this season such as mittens or scarfs or yet make a blanket for the women.
If that isn't your cup of tea
K-Mart,Target,Wal-Mart will have some wonderful deals on some items for Christmas.You want to check out your sundays paper for any good deals the store may have that week.

Do you have a Target nearby? I LOVE their $1 section in the front of the store. They have a lot of great stuff out right now for men, women, and kids for the holidays. I found some stickers, socks (these would be great for your kids), books, ornaments, little body washes, shower gels, and a body massager. Yep, all for $1.
Dollar stores (Family Dollar, Dollar General, Dollar Tree), etc. are great too. You can find candles, books, some clothing, knick knacks, toys, etc. I would definetly check it out.
Do you have a consignment shop that you could get some 2nd hand clothing from, but it looks new? My Mom would do this as she, too, is on a very tight budget.

For the adults bake some homemade goodies! Bannana bread, chocolate dipped pretzels, whatever you are handy with.
Or put all the dry ingredients for something like chocolate chip cookies or muffins in a jar, one layer at a time and decorate the jar really cute.
(my sister does this for teacher gifts every year)
The kids don't need much to make them happy you can find some cute items at bargain stores or clearence bins.

The past year, I decided that I would not buy people Birthday presents. Instead, I would give them my time. I did up vouchers and told them that they could 'borrow' me for 6 hours. The voucher expires in 12 months and they can use the time as they wish. (nothing rude!). It worked out really well. Friends would call me to babysit, help with house renovations, food shopping if they were unwell, setting up for parties or mowing their lawn. Maybe you could offer some 'adult services' to your husband?
Make some toys for the kids (maybe a cardboard cubby house, sandpit etc).
Christmas is not about gifts, it is about spending time with your family. MERRY CHRISTMAS!

all the adults draw names and that person buys a gift for that person and every adult in the family buys two gifts for the children. this way, nobody has to buy more than three gifts this year. Also you can play a trading game that's for the whole family and that's what christmas is all about anyway right? good luck and happy holidays. :)

kids love toys, and christmas should be for the kids, so if your going to make anyone happy for christmas let it be the children.
for your husband, fix a nice dinner and dress different, or for him just do something totally different then ever before.

Buy $1 xmas tins at the dollar stores and fill them with homemade fudge, homemade xmas cookies, homemade candies etc... for the adults. kids enjoy coloing books and washable markers, or hotwheels cars ( about 3$ ea.) For the baby, bibs and socks are always needed.
