the same symptoms appear if you have a 'PAL' (european or japanese) standard television and your laptop is set to output 'NTSC' standard images. this is the american standard and by default most tv out cards are set to it.
Check the settings and try changing them, this worked for me

I've seen this happen with bad cables before, it seems to be a bit hit or miss with some cables showing in B&W while others do it properly. The best advice is to buy the same make of cable as your friend has if his works okay, then you're guaranteed the cable will work properly. I never did find out why this is the case, but the site I bought mine from mentioned this problem and guaranteed theirs worked okay.

Okay, first you were getting 'black & white', then your friend showed you how to get it in color using S-video. So exactly what IS the problem? You either ARE or you ARE NOT getting color on the screen. If you were using an s-video and getting b & w, then swapped it out with your friend's s-video and got color, then wouldn't it be common sense that you needed a new s-video cable? Am I missing something here?

push your scart lead in hard if you get a good picture i f notyou need a new scart lead if not take a 50 50 phone a friend sorry been up all night it will only be your connection

I have TV tuner on my computer I hook the cable to it install driver I watch 154 Chanel's in color, I do not know about your setting.

i sometimes get this-if you have checked all of the above answers and still no joy-try flicking through your a/v inputs on the remote-you might only be getting luminance only outputted through say "av1"-but get the full signal through "av3".
