I recently got a tattoo on my trap (the V part of the shoulder/neck) and it was pretty damn painful. The tattoo artist said that on the side of the torse over the ribs is the most painful in general. Though, he also said that women and men have different tresholds and that women generally handle the pain a lot better than men.

Anywhere where the nerves are closer to the surface. So inside of the bicep is sensative, directly over a bone like the shin hurts, over the kindey hurts because your body is built to protect this area, etc.
Personal experience, over my kidney hurt like nothing I had ever felt, the one just below my sternum hurt somewhat but was mostly just uncomfortable, and the one on my hip I barely felt.

All 5 felt good I love pain
but I would think since a mans head is so sensitive (you all say) that would be painful unless you are one who enjoys pain also

I have one on my lower back/spine and one on my shoulder blade, and neither hurt much. My cousin has several and she says she wouldn't recommend anyone get one on the back of their neck, very painful. And a friend has one on her ankle and top of her foot and she says it hurt for weeks.
