It depends. However I would say that for the most part, hooking up would be meeting someone, dancing with them for a bit, potentially it leads to some kissing and groping but not further than that. It doesn't go 'all the way'

"Hooking Up" means either having sex with someone, or doing something along the lines of sex (oral sex, anal sex etc). As defined by UrbanDictionary.com (you can find ANYTHING on that website) Hooking up means:

Meeting up with someone means out somewhere other than at their house. A out and about thing! And from there it can mean other things too. :)
