slow growers, expect an inch a year. most pet shops sell shell treatment.make sure tank water is changed often or buy good filtering system. snappers rarely come out of water so some algea on the shell is normal. fungus could be a problem. try one ounce of bleach mixed with 4 ounces of water and apply with and old toothbrush. dont get any in its eye and rinse with clean water. that should kill the fungus. check pet store for dr turtle, it an additive for his tank in the form of sulpha block

Brown Gunk? Did you just find/catch him, or has he been sitting in a dirty tank? Dirty water can cause fungus - you need to clean the container more often, if that's the case.

I used to use a toothbrush on my slider's shell if she got a bit grimy - just don't be too harsh, turtles CAN feel things on their shell - it's like our fingernails, parts are alive and growing.

Growth is complex in reptiles, it can vary depending on age, amount and quality of food, and temperature. They grow quickly when youngest, obviously. Note: Growth is NOT dependent on size of container the poor turtle lives in, so a small container will not keep it small, it is just cruel.

I have known somebody to successfully use Miconazole anti-fungal ointment on lizards, but I don't know, with the turtle going in the water, whether it would work.
