The minute he drinks water I take him out and he pees several times as soon as he comes in he pees. Also he is a whiner and whines alot.

Sounds cute, and dirty.
Other than covering your place with newspapers, I'd say consider him an "outside dog." Just make sure he's got a doghouse that's warm enough for the winter. Maybe when he's older he'll control his bladder and you can let him inside.

you need to put your question i the pets section of yahoo answers as this is not a mens health issue.
As for an answer to your question you need to take your puppy to your vet to let them take a look at him as he may have an infection or other health problems or he may just be marking his territory but take him just to be on the safe side.
