I tried some methods for removing glass from other glass but doesn't seem to work :(
The small ceramic bowl seems lodged in there pretty tight.
I tried putting outer cup in boiling water and ice water in the inside bowl.
I tried pouring hot boiling water on bottom of overturned cup.
I tried freezing the whole thing in the freezer, then dunking in hot water.
I tried using cooking spray to get between cup and bowl.
no luck so far.

I don't care if the inner bowl is destroyed. I really want to save the outer cup.

Thanks for any suggestions!

This should work-- I use it to remove the bottom out of wine bottles(to make obsidian-look-alike knapped arrowheads).
Take a steel rod(I use a sharpened giant nail) and place it on the internal over turned cup--just tap in several times and the "energy generated" will break the small ceramic bowl. Then keep breaking it until it will fall out in smaller pieces.

Yes... Heat a large pan of water... when the water is HOT, put the cup in the water but do not let the water go INSIDE the cup.. When you have done that.. have a bunch of chopped ice ready and put that inside of the bowl that is inside the cup.. If the law of physics is working, the outside cup will expand ever so little and t he bowl that is inside the cup with chopped ice, will contract ever so little and then the small bowl will fall out of the larger cup

maybe putting in the oven at a low temp for 30 min that is hot enough to dry out both containers since moisture and an airtight seal is what is causing your problem. I don't know if your ceramic is oven safe...
a last resort would be to drill a hole in the cup and crack it, but depending on how steady you are you may risk cracking the bowl-- good luck!

Then I would suggest getting a small screw driver or chisle and lightly start chipping at the inner bowl that you dont care about , but be careful not to hurt yourself and I also would suggest wearing eye protection . I hope you can get it out.

get a pair of pliers and crack the inside bowl, it will break easily and can be thrown out
