It means that you are subtracting 11 from 3 times w and you will have 3w-11 for an expression.

Think of 3 times any number you pick, say 9. You have 27. Now what is 11 less than that? 27-11

11 less than some number is that number minus 11. If you are finding 11 less than three times w, then you have three w minus 11, i.e.
