if thre really was such a cloak- aside from the nasty criimes-plus a person can alsways take the cloak off of anther person the same a a ski mask
--i think it would be neat -- like a fly on the wall to hear a conversation without actually being seen!

PI's could use it to check on people- or a person could see if their significant other is cheating or not w/out the cost of the PI.

I think a spy would really like it-- but with all the technology around us and those tight security places-- a spy would not get very far w/out tripping off sensors.

Being raped by somebody with an invisible cloak on would mean their weiner is also invisible. But I think the cloak should be used for staging hauntings at hotels, thereby providing entertainment to guests, and increasing the profitability of the hotels since people love to see "ghosts" but really its just the janitor in an invisible cloak (possibly moaning not to sound like a ghost, but because he is raping away at some young girl.)

Spys would be the most realistic scenario. I doubt the government would want the cloak to be available to the public.
