On a scale of 1 - 10, somewhere down around a -200. In other words, pathetic. It doesn't get any worse. Let's just hope the country survives two more years before the Village Idiot pushes the red button that starts a nuclear war.

As a Democrat, I would give them a C-. Their response to 9/11 initially was great, but they have to learn that they turned the US into a terrorist organization. They are so worried about what is going on in Iraq, they haven't fixed any problems here at home. But the initial response to 9/11 was great.
