Because of a branch of Astrology called Progressions. It is based on the 'a day for a year' principle.
The day after the day you were born represents your 1st year of life. The second day represents your 2nd year of life, and so on.
The positions of the planets on each of those days tell us about the type of year you will have at that point in your life. E.g. if you wanted to know about your 36th year of life, i.e. when you are 36 years old, you count 36 days down the calendar from your day of birth.
Then you look at all the planets' positions and the houses they're moving through, as well as the aspects they make to your natal planets and to the cusps of your natal houses. From there, you get an interpretation for your 36th year of life.
It is the birth time that determines the Ascendant and all the other houses or areas of life. When we know where each house begins and which planet rules it, only then can we look for the ruling planet of a particular house to see its conditions, whether malefic or benefic, for a certain year, and make the predictions accordingly.
If we don't know the houses in a chart, then we can't make any predictions, because the planets only tell us the style or type of a thing, but does not tell us what the thing is, i.e. the areas of life, or houses.
E.g. the sign on the cusp of your 7th house tells what type of spouse you will have, and its ruler tells what kind of marriage you will have. But if there are no houses, (due to missing time of birth), then we can't really tell anything about this area of life. Simply assuming that the Sun sign is the Ascendant and the opposite sign is the 7th house is NOT Astrology.
The Moon moves the fastest - between 11 degrees to 15 degrees in a day, and correspondingly, in a year in Progressions. So the Moon is used as a timer, in addition to the meaning for the house it rules. It progresses roughly 1 degree per month, and events can be narrowed down to the month they are likely to happen in.
The beauty of this Progression system with its timings is that, if you don't know your birth time, you can actually work it out quite accurately by working backwards with just the timetable of events in your life. This is called Rectification.
