To answer your question... yes... Delaware was a slave colony... it had been since it's earlier roots as a Dutch Colony...
The Dutch were the first to colonize Delaware by establishing a trading post in 1631. Though the first settlement was destroyed during a clash with local Native Americans the Dutch continued to hold Delaware by deriving new forts in 1638 (Fort Christina) and 1651 (new castle) and then in 1655 the Dutch took over the entire trading colony under the leadership of Peter Stuyvasant incorperating it into the Dutch "New Netherlands"...
Slavery in Delaware?
Many of the people in Delaware came from Maryland and Virginia which were experiencing a Population boom. The Cash Crop of the region was Tobacco (which was entirely dependant on Slave Labor). At the end of the colonial period Slavery in Delaware started to decline due to Agricultural Changes, Religious beliefs (quakers and Methodists) and Governmental Restrictions. In fact by 1860 there were only about 1,800 Slaves in the State of Delaware (with a population of approx. 90,000 people and 20,000 of them were freed slaves). John Dickensen (the largest slave owner with 37 slaves) freed his slaves in 1777.
Delaware did not suceed during the civil war. Voting to stay a part of the Union on January 3rd, 1861. Though the state remained part of the Union many of the citizen left the state to go fight in the Confederacy in states such as Virginia.
Two months before the Civil War ended. (February 18, 1865) Delaware voted against the 13th Amendment and thus unsuccessfully tried to continue slavery past the civil war...
It wasn't until 1901 that Delaware ratified the 13th Amendment (a full 40 Years after Lincoln's Emancipation Aproclomation).
