My friend got his eyebrow pierced without telling his mom. He had to take it out after 3 days then...
Here's my advice:
The best way is to tell and ask your parents. They will not let you first but try to be nice, don't get mad, remember you're their child and until they care for you you should listen to them, they have their reasons. So try convincing them. Help a lot at home and study a bit more and keep going back to the topic every once in a while. Tell them you really want this and not because it's cool or anyone else has it but because you, yourself like it a lot (I hope this is the actual truth). Don't be too impatient, be really nice! You know, you get what you give. Sooner or later they will let you get it... that's how I got my belly ring too! After a few weeks, they let me get it, my mom even came with me :) She was really happy to see how happy she made me feel!
If you feel like this is too much of a sacrifice for the tongue piercing, then you don't really want it after all...

you can wait until ur 18. if they pierce it with out ur mom there, it'll be hard to hide. My tounge swelled up for a week or two. You talk a little weird for that time. it doesnt hurt. No one ever notices mine much. Im in the military now, and im not supposed to wear it in uniform, but im lazy and dont take it out. I try to not talk much and no one has ever really noticed it. its easy to hide. you can als get a clear barbell for it.

If you go against her wishes then it doesn't matter you're gonna get in trouble. That's not something you can hide, breaking a parents trust is a hard thing to get back.

first be smart about it, a guy i work with got his pierced and kept spitting blood, we kept trying to get him to take it out he wouldn't he ended up in the ER about lost his tongue. how would you explain that to your mom. gain her trust so that if something is wrong you'll be ok! Good luck!

first gain your moms trust and ask her why she dosent want you to pierce your tounge. try to talk it out with her and solve the problem. maybe ifshe can trust you she will let you do it.

Don't do it, many, many things can go wrong and you don't want your speech permanently ruined or slurred. If you don't want to get in trouble, don't go against your mom's wishes.

Take needle.
Put through tongue.

Coming from a former rebelious teen, just do it! What's the worst she can do to you? If you have the money, then I don't see how she can stop you.

If you want to get something pierced, get something cuter than a tongue piercing- they are so skanky.
