I think ZIRZAMIN (underground) is the best site to start.. It is an online Iranian radio station that plays all music from all types alternative Persian bands, such as punk and hip hop etc.. (from inside Iran and the diaspora too)

If you click on the links section you also get links to many other good sites about Iranian music with downloads such as Cafe Tehran.
And it gives links to all the websites of the main Persian bands such as Ohum and 127, by genre. Most of the band websites contain free downloads.
