If you have fair skin and blue eyes the best eyeshadow to stick with would be light blue or white to bring out the color in your eyes while not contrasting your skin too much
If you want something for the night or something more dramatic, i would suggest a mix of brown and cream or just brown

I like to use copper/brown tones or like light purples. It's said that green will make blue eyes pop.

eyeshadow a little darker than your skin tone.
Try bonnebell, find a color that you like, they come in different shades in one package.
