Most broadleaf herbicides will effectively control punturevine but it requires repeated applications throughout the growing season. Aside from physically removing them, Roundup, Triclopyr or 2,4-D are effective once they've germinated.
There are few pre-emergent herbicides that are effective that contain; oryzalin, benefin, or trifluralin will provide partial control of germinating seeds. These must be applied prior to germination (late winter to midspring).
Since the seedheads are viable for 4 to 5 years, they can emerge anytime once subjected to favorable germination conditions.
There is a bioligical control called puncturvine weevils that are very effective and once applied, will continue to forage on puncturvine stickers (aka goatheads).
The female weevils chew into the side of a young (green) puncturevine bur, deposit their eggs into the seed and seal it with fecal material. Females may deposit up to 324 eggs. Weevils grubs develop inside the seed and pupate therein. Each seed may produce 1-3 weevils. The life cycle from egg to adult requires about 25 days. Adult weevils may feed on the plant but do not cause appreciable damage to the plant. The number of generations per year depends on the climate. Adults overwinter in plant duff.

There are different types of weed killers on the market, but it sounds like you need a dicotyledonous herbicide (one that targets only broadleaf plants, while leaving grass alone). Run a course of this over the entire lawn and let it do its thing for a week or two before mowing with a bag on to prevent reseeding. Let the lawn recover for about a week then do another round with the herbicide, same deal, let sit for a week then mow with the bag. Once you're satisfied that you've got the worst of it, reseed your lawn to fill in the gaps where the weeds were. the best defense against weeds is a dense lawn.

Try a herbicide called 2-4d, brand name is Trimec. Works great and won't hurt your yard. If you are in a cooler part of the world try Super Trimec which will work in cool temps.

I use a product called cross bow. It is expensive but it will kill weeds but not your grass. I used it on poison ivy and it worked good. If it will kill PI it will kill anything. You might find it on line.

It sounds silly, but if you water them alot, they will die out. They thrive in dry soil.
