The law vary's state to state,i am sure. I once lived in the country with 3 kid's,and the well pump went out.Called the landlord,he said he would bring a new pump in a day or so.Didn't happen of course,try going without water with a family of 5!
I called both the county and state regulation board for Human Rights,They will direct you to the right person and/or deptartment.He was over in a flash,like right now and escorted by a deputy car.Try using the law's and state agencies to your advantage.

If you have spoken to your landlord, and he/she still won't comply with your request, you can call your city code enforcement office. They will contact the landlord, and if the matter is not taken care of, call them again. The landlord could be found in violation of tenant's rights, and possibly fined.

Come on! I live in NY and most times, I put on the heat about the same time the Thanksgiving Turkey goes in the oven.
Right now I have a sweatshirt on, and I am fine.

I believe, not sure, that the heat has to be on from November 15th to April 15th! Those are minimums in NY not sure about Jersey but probably close!
