I've seen a glue that I think is called Patch Attach and is supposed to be for this very purpose, so no sewing required. I'm pretty sure I saw it at Hobby Lobby.

The easiest way for me would be to sew it on by hand. You don't want to risk sewing the sleeves together.

use steam a seam to place patch first so it doesn't move around while sewing.

It might be possible to do this by machine if you have a free arm machine and if you are very, very skillful. If you have to ask the question, however, you are better off doing this by hand.
