It would be much easier to do it from a DVD-drive on the PC, but if you have a video card / tv card with video IN and you connect that the DVD drive, then yes, you culd digitize it in that way.

you can copy a dvd to a computer using dvd shrink to make exact copies of dvd movies ,but does not work on all movies requires dvd player in your computr and if you want to copy you need a dvdrw drive

Yes. You have to buy a certain DVD CD. You can by like a 50 pack at Circuit City.
