He sounds kind of strange...he is from nigeria. He says he wants money from western union and has the package ready for shipment. Should I go through with this???

There is NO WAY a PS3 would cost $200..Right now the low end is $500,high end is $600..Do not go through with it.IT is a SCAM and Africa is not getting any PS3 right now.
Check into a Nintendo Wii..IT is a lot cheaper
