That very much depends on whether or not you believe in a God or gods. Without one there is no good, bad, or foolish, so we can't.

Well, it can be explained in two ways. Scientific, and religious.
Scientific:
There are many sorts of complex, and i mean really complex chemicals and hormones in our brain. When you do something, that corresponding chemical starts working, and you are supposed to do that sort of thing more and more. That's how adventurous people get more adventurous.
Religious:
Well, if we are made of matter and energy, and you want a religious answer, i got it.In human mind, both good and negative energy exists. They also affect the matter in our body.Maybe that's how we do foolish bad things i guess.
Hope that will satisfy your answer.

In a scientific sort of sense, all we are is just a bunch of atoms put together. But anyone who looks at a person can tell there's more to us than that.
We aren't JUST matter and energy, or JUST atoms. We have personality, we have souls, we have a will to do things or not do things.

If we are just souls in a bag of skin, how can we be bad, foolish, or wrong?
