It depends on what you mean by oldest and what part of the Rocky Mountains. Santa Fe was settled long before most other areas. The oldest house in Santa Fe is reputed to be from the 13th century. The Anasazi had settlements long before that. Have you seen the ruins at Chaco Canyon in NM? Then there were many Spanish settlements in California in the 18th Century. Many of the missions are still standing and well worth visiting. Many such as Santa Barbara are in large cities.
