so what was the situation for spidey,dd,hulk,x23 etc to need them

Spidey had the Captain Universe powers during "The Acts of Vengance". With the additional power he easily defeated Graviton, Titania, the Hulk, and others.

It would have to be a very grave situation for the Unipower to instill itself on an individual. The Unipower is a part of the Microverse and when a crisis arrises needing it, the Unipower then bestows itself on an individual, who becomes Captain Universe.

You'd have to ask the Uni-Power. Seriously, it is supposed to be sentient, and manifests itself in certain individuals (even those already possessing some variety of what we would call 'super powers'. ) The Uni-Power, emanating from the Microverse, is given in order to face certain dangers, so it is up to the Uni-Power itself to determine what constitutes 'danger' and how an available individual must be empowered in order to deal with the challenge. Probably the criteria would make no sense to us.

It is probably similar to the enchantment associated with the inscription on Thor's hammer: "Whosoever holds this hammer, IF HE BE WORTHY shall possess the power of Thor!"

From the sound of things, it seems that the role of Captain Universe is similar to the role of Doctor Fate, or the Spectre, in DC comics.

At any given time, there is always a Captain Universe, which leads me to postulate the Theory of the Conservation of Super Powers, which states: "Super Powers cannot be created or destroyed, but may be transferred from one deserving individual to another, in time of crisis."

Obviously, from our standpoint, the key criteria are being "deserving" (or, 'worthy', or 'honest and entirely without fear') and "in time of Crisis". This refers not only to the long standing series of crossovers in the DC Universe variously called crises, but also the collisions between worlds and cosmic emergencies (Phoenix running amok, Galactus dropping by for a snack) that can occur in the Marvel Universe.

[Indeed, the Uni-Power is one of the few things I can think of which might be capable of standing up to the Power Cosmic.]

I don't know whether anybody has noticed, but during Acts of Vengeance, when Spider Man was blessed with the role of Captain Universe, it was at exactly the same time as the Krisis of Krimson Kryptonite, when Mxyzptlk removed Superman's powers and Luthor pretended that it was done with "Red Kryptonite".

Obviously, there was a need for Superman's power to have a vessel, or container, during the time when Superman was temporarily ordinary. It made sense to loan it to someone who was already accustomed to wielding power (so that there would not be any long learning-curve involved) and also to someone who was responsible.

Since we know that "with great power comes great responsibility", Spider Man was made even MORE responsible by this (not that he was in danger of chucking it all and going back to the Ed Sullivan Show.) But the experience may have helped Peter to resist such temptation at a later time.

Once the pressing need to develop a greater level of maturity and personal responsibility in Peter Parker was fulfilled, the power flowed back to Superman.

This is not as far fetched as it might seem. John Byrne suggested (in one of Mxyzptlk's early appearances, after the DC reboot) that Mxyzptlk and The Impossible man might actually be one and the same. That this would probably give the editors at Marvel and DC the urge to liberally apply a goodly dose of Preparation H is irrelevant. They are not truly in control of their respective universes, and there are some things which remain, as yet, unknown to them.

If you don't like that explanation, the alternative is that Marvel never lets a trademark expire, and even though the Captain Universe power was intended to be a one-shot and not necessarily used again, they re-introduce it periodically (in their periodicals) to keep the trademark current and to help inept writers out of corners that they have painted themselves into, in terms of their plotlines. But let's not be cynical about it.
