Hey use some instant eye lifter. Works real good. Tightens the skin so tight that your eyes are 1 inch higher than they were to begin with. PS Sold at Walgreens.

I think the solution to your problem is to stop doing drugs. Maybe go to some sort of help group, or check into rehab..
