Definitely. Since brown is a neutral color a blue tee would look really cute with it. That has been a question before until I started watching STYLE network. I have learned a lot from that and it was really entertaining.

I don't think the colors matter - just make sure you have lots of pockets in the T - then they'll match up real good.

yeah.. its not a bad combination. just not a brown pants and a leaf green tee.. you might look like a walking tree.

ya, but it really depends on which shade of blue and which shade of brown you are thinking of. like a chocolate brown and a powder blue would go beautifully together.
