It sometimes sickens me with the hype surrounding Nigerians some are bad some are not & they are suffering for the few who have given their country a bad reputation, like many other countries there are good & bad U.K. included so somewhere along the line we have to draw a line. The country itself suffers as do other African countries because many people believe these countries are corrupt some are some are not at the moment it is reasonable to suspect that the ruling party is trying hard to alter things whether they succeed is anybody`s guess,I hope they do.
But at present talking to a Nigerian this minute the answer is a Capitol NO.

Put it this way.. how many people actively choose to go on holiday to Nigeria [unless they have relatives there or have to go there on business?].
I go to uni with some Nigerian students who have admitted that their country is corrupt and that they will invariably have to work within a corrupt government if they want to get anywhere in life.

I know that is sounds bad but I would not choose to have any business dealings with Nigerian people as fraud and scams are so prevalent in their country. The USA checks a large proportion of the mail entering its country from Nigeria. Also do a search on Yahoo on the word Nigeria. you would expect it to bring up lots of info on the country etc but it brings up loads of info on scams and fraud ...... so enough said...

"As a country" ?? If this means the foreign policy of the government - yes.

Many individuals who seek contact with foreigners are not trustworthy - particularly business people. Even whites doing business in Nigeria shouldn't be trusted. The key word here is INDIVIDUALS.
