You might mean Baby or Brother Coos or Plassie. You can find both of them on this page as well as other Ideal dolls. Once you know the name you can search for it on ebay.

I just looked through the Ideal Dolls Book by Judith Izen and didn't see any baby dolls in a sailor outfit, so you might want to double check on that.
