To answer your first question, NFL games are equipped with 25 balls, one for use and 24 for reserve. MLB has over 100 balls (depending on stadiums, but I heard the Red Sox got 500 balls somewhere in fenway) because a MLB ball's life is maximum three innings, and foul balls, homeruns ground rule doubles make sure the balls keep on coming.
To answer your second question:
Spiking the ball does not impose a fine, although excessive spiking (the ball excceeded player's height) will result in a 15 yard penalty. In the CFL, any spiking is imposed by a penalty.
To throw a ball into the crowd or give it as present, the NFL do not fine players, and they do not ask players to replace them, or else T.O would have to have more than 200 balls in his possesions. Excessvie celebrations (calling on cellphones etc) can impose a 5000 fine and more if repeated.

The fine for excessive celebration is $5,000. More if they're a repeat offender. There is no fine for spiking the ball or giving the ball to a fan. But I heard the player has to pay for the ball.

As far as footballs go, the Referee's are supplied with 24 balls/game. Sorry, can't help out with the MLB part though.

I’m not sure how many footballs the NFL brings to each game, but I do know MLB brings no footballs to each game.
